Course description

In recent years, the increase in the flow of migrants pouring onto the Italian coasts and the European borders has determined the crisis of the model through which the migratory phenomenon has been regulated. At the same time, it has revealed the urgency of new professional figures capable of grasping and, consequently, managing its complexity. It has therefore appeared necessary to define new governance strategies that, on the one hand, could take into account the different profiles - legal, social, economic, historical and geographical - involved; and that, on the other, could be aimed at the creation of inclusive societies, consciously inter-ethnic and inter-cultural. To achieve this goal, it has been seen necessary to profoundly rethink the university training courses within which to analyze the transformations underway and thanks to which to be able to provide adequate answers to the questions posed at supranational, national and local levels. The CdSM in 'Euro-Mediterranean Governance of Migration Policies' was born from this awareness. Proposed by the Department of Legal Sciences (but also aimed at students from different backgrounds), the Course is open to the didactic and scientific contribution of other University Departments in order to offer innovative, multi- and inter-disciplinary teaching, capable of combining legal, economic, geographical, political-social and historical approaches around the theme of the governance of migration policies.

The educational offer, in line with the objectives of the LM-90 degree class, provides a path that, starting from the legal definition of Euro-Mediterranean governance in the community (IUS/14), international (IUS/13), supranational (IUS/21), state (IUS/08) and local (IUS/10) context, then opens to the study of economic-political and historical-sociological issues related to the migratory phenomenon in the Euro-Mediterranean area. The ultimate goal of the master's degree is to enable graduates to achieve a high level of professionalism, useful for proactively defining policies for managing the migratory phenomenon at state, supranational, public, private and third sector levels. The employment opportunities that the CdSM intends to guarantee, in fact, are diverse and involve the local, national and supranational level, and concern access to public institutions in the roles of administrative officials and managers at ministerial, regional and local levels; to managers of supranational institutions with high-responsibility functions (European Union, International Organization for Migration, Council of Europe); to non-governmental organizations active in the humanitarian field; in international cooperation. The improvement of high-profile skills is also highlighted as a fundamental development tool for organizations operating at different levels in the sectors of reception and integration of migrants and asylum seekers and international protection. To do this, particular attention is paid to consolidating the CdSM's relationships with stakeholders: from the establishment of the 'steering committee' to the strengthening of their presence in ongoing orientation actions, their involvement is confirmed as strategic for the training path, also in order to multiply the opportunities for graduates to enter the world of work. In this sense, the practices of internships and work placements in agreement with local and national stakeholders are of fundamental importance, as well as the attendance of social planning and project management workshops aimed at acquiring instructional, managerial and IT skills for the implementation and management of projects on topics of interest.
Since its activation, the Master's Degree Course in 'Euro-Mediterranean Governance of Migration Policies' has also intended to respond to specific territorial needs. Although, in fact, the management of the migratory phenomenon is a European and national problem, the regions and municipalities are responsible for defining the primary and secondary reception system and for offering the first social services aimed at the integration and guarantee of the rights of immigrants. Salento, which has always been a frontier land and now, due to the instability of the Mediterranean area, is at the centre of migratory routes, needs experts who are able to understand the migratory phenomenon and to give a qualified contribution to local authorities and cooperatives working in the area.

The aim of training operators who are experts in understanding and managing the local/European migratory phenomenon and the transdisciplinary approach of the CdSM allow the training offer to be proposed to a large user base. For access, therefore, general knowledge in the legal and/or political-social and/or historical and/or economic fields will be required, to be verified promptly through an interview. Therefore, three-year graduates in the following classes will be able to access the CdSM

The verification of initial knowledge, which plays a fundamental role given the varied catchment area of the CdSM, will take place through an interview with a commission appointed by the competent bodies.

Functions

The graduate can carry out coordination and management functions in the sector of integration and reception of migrants.
He can also contribute, both in the public and private sectors, both nationally and internationally, to the definition of policies to be used for the governance of the migratory phenomenon, especially in the Euro-Mediterranean context.

Skills

The Course offers naturally transversal and interdisciplinary skills, in the legal, historical, political, economic and sociological fields, focused on migration studies, and functional to the professionalism that is intended to be trained.
Consequently, graduates will be able to work in the private sector, in cooperatives and in integration and reception services. (SPRAR, CIE, CAS, etc.), in NGOs working in the same field, in the public sector (territorial commissions, with administrative functions, technical tables, territorial areas, national and international institutions, European Union).
In consideration of the training path specifically calibrated on the theme of reception and integration, the set of knowledge, skills and competences, including transversal ones, acquired during the course of study, will be habitually exercised in the work context. This will allow graduates to carry out activities associated with the professional role.

Sbocco

The training path includes the possibility of access to public institutions in the roles of administrative officials and managers at ministerial, regional and local levels; the possibility of access to the executives of supranational institutions with highly responsible functions (European Union, International Organization for Migration, Council of Europe, etc.); the possibility of access to non-governmental organizations working in the migration sector, but not only (Doctors Without Borders, Amnesty International, Emergency, etc.); the possibility of access to cooperatives that work in the reception and integration sector, both at local and regional, national and supranational levels, which manage the structures (SPRAR, CAS, CIE, HOTSPOT, etc.).
The thesis will consist of a public discussion, before a specific commission, of an original paper that will require a commitment from the student proportionate to the number of CFU assigned to the test (usually 12 CFU). A co-supervisor will be appointed. For the purposes of the final assessment, the critical capacity, the ability to understand the complexity of the migratory phenomenon and to propose solutions in the European scenario, the propensity for research, the autonomy of judgment, the argumentative and expository capacity, the originality of the thesis work will be assessed. The final assessment will also take into account the outcome of the final discussion which requires an active role of the teaching staff.
