Course description

The Degree Course in Law and Policies for Public Administrations starts from the recognized centrality of the public administration as a fundamental system within the legal system, which finds confirmation and further valorization in the most recent reforms, including those of supranational origin, such as the PNRR and related agendas. Reforms explicitly aimed at making the public administration the “center of gravity” and “development engine” of the country and, for this reason, destined to bring about a profound transformation of the same, on a structural and functional level, in the awareness that the inspiring perspective, significantly represented as “administrative transition”, far from evoking a merely transitory phenomenon, actually fulfills the most ambitious and crucial function of accompanying the capacity and competence building of the public administration. towards new, further and higher quantitative-qualitative standards of administrative performances.
In the current socio-economic and territorial context, public administrations represent one of the main employers for graduates, with the consequent need to rethink traditional models also through the strong strengthening and high qualification of human resources available to the public sector with a view to improving the functioning of institutions and, hence, the daily life of citizens, with obvious positive effects also in terms of sense of community and cohesion. In this context, training, as a pillar of any strategy focused on knowledge, skills and competences, becomes consubstantial with the very concept of administration and preliminary to the new challenges that await the institutions of the present and the future;
training aimed at those who intend to access work in public administrations, both existing and operating staff within them, and those who interface daily with the public sector.
In line with the qualifying training objectives of the relevant Degree class (L-14), the Course aims to train graduates who have adequate mastery of the most relevant legal issues, in order to offer every useful contribution to the implementation of structural reforms that see the public administration as the recipient and, at the same time, as a promoter and/or implementer of reforms of a broader scope. In line with its placement in the L-14 degree class, the Course offers a strictly legal education that develops specific skills, also in reference to the digital and ecological transition, useful for fully understanding and adequately addressing the challenges that administrations are called to face.
In this perspective, in addition to a robust public training apparatus, the course opens up to legal informatics, as well as to subjects that can define the general framework for the implementation of specific policies and regulatory-administrative solutions for the improvement of the public sector, as well as to the interaction between legal systems from an international, supranational and transnational perspective, also through the study of the English language. From this perspective, the Course stands out for its clear elements of originality in the context of the degree courses activated in the L-14 class.
The Course also provides for a portion of credits delivered electronically, i.e. approximately 35% of the CFUs required for the basic and characterizing courses, equal to 45 CFUs (for the 23/26 teaching program).
The delivery in electronic mode consists of the combination of pre-recorded teaching units lasting 20-25 minutes and uploaded to the University e-learning platform (so-called delivery teaching) and teaching and training activities with a practical and interactive approach (so-called interactive teaching).
To be admitted to the Degree Course, you must have a high school diploma or another qualification obtained abroad, recognized as suitable.
A basic knowledge of the legal and constitutional principles relating to the world of Public Administration is also required. These requirements will be subject to verification in the manner indicated in the Course Teaching Regulations, where the additional training obligations required in the event that the verification is not positive will also be indicated. In particular, enrollees will be given an online test that can be repeated within a previously identified and communicated deadline. Preparatory material for the test will also be provided on the Degree Course website. Those who have not passed the test within the aforementioned deadline will have to attend one or more seminars with verification of the recovery of obligations in the constitutional area (SSD IUS/08).

Functions

Deals with the legal aspects that concern the institutional activity of the body. In particular,
- Manages administrative procedures, overseeing the start-up phase, the investigative activities,
the preliminary operations for the adoption of the decision and the subsequent ones for the purposes of
integrating effectiveness, and may also assume the role of procedure manager;
- Drafts the texts of contractual and conventional deeds and public notices and announcements;
- Manages the obligations relating to administrative documentation (storage,
publication, access, data processing), and may also assume roles of responsibility (e.g.
data processing manager - RTD);
- Handles the obligations in terms of Performance, Transparency and Anti-corruption;
- Ensures legal support for the various administrative structures of the institution; guarantees
also support to the political-administrative top bodies;
- Handles relationships with other public bodies, at state and local level;
- Carries out of court activities and ensures institutional coordination with the State Attorney's Office or
legal bodies and/or firms.

Skills

The performance of the functions described above requires knowledge and skills in the legal field
useful for understanding and the ability to intervene within the system of public
administrations. These are basic skills in the historical-legal, public, private-labour, international and procedural fields, and specific skills in the administrative field, both general (organisation and administrative activity) and special (environment and territory, procurement, digital administration, public accounting).
Adequate transversal skills of a communicative-relational, organisational-managerial and planning nature are included, which are necessary in the work context in which the activities associated with the expected professional role are placed, according to the organisational methods and work processes adopted and in the relationships with colleagues, professionals and users.

The graduate can practice his/her profession at a national level, after passing a public competition, in all public administrations (see the list of institutional units belonging to the public administration sector, prepared by ISTAT, on the basis of the
classification and definition rules of the national and community statistical system, and in accordance with the
definitions contained in art. 1 of Law 31 December 2009, no. 196 and subsequent amendments: central administrations –
constitutional bodies, Presidency of the Council of Ministers, ministries, tax agencies, independent administrative authorities, etc. –, local administrations – regions, provinces, metropolitan cities,
municipalities, mountain communities, agencies, consortia, port system authorities, local health authorities, chambers of commerce, etc.
–, social security and welfare institutions, etc.). Furthermore, graduates can work as operators
in the judicial administration (court and prosecutor's offices).
Graduates can also hold roles in authorities and bodies at European and international level. after passing a public selection process, such as, at European level, the Commission, Parliament, Council, Court of Justice, Court of Auditors, Committee of the Regions, European Ombudsman, and, at international level, the UN, FAO, UNESCO. Graduates can improve their training by attending advanced training courses and first level masters or by continuing their studies in master's degrees, which will allow them to implement all the knowledge, skills and competences already acquired and to access employment opportunities in the same bodies already described, but in roles of higher qualification.
The student will have to prepare a written paper on a topic defined at the time of assignment of the thesis by the supervisor. The final evaluation, before a special Commission, will also take into account the student's entire career during the training course, the times and methods of acquiring university training credits, the evaluations reported in the profit exams and the completion of any training periods abroad as per the current Regulations, to which reference is made for all other aspects.
