Course description

The Master's Degree in Planning and Management of Social Policies and Services prepares professionals capable of operating with a high degree of autonomy and of carrying out management, governance and coordination functions and evaluations of social service programs and social policies in various sectors: social and health integration, personal and family services, migration and intercultural relations, social exclusion and marginalization, vulnerable subjects and welfare policies. All these areas are framed in the context of crises and humanitarian emergencies, to which a specific curriculum is dedicated.
The crisis in the functioning of social services, as a specific aspect of a broader and more generalized crisis of welfare systems, has generated in recent years the need to identify new tools for interpreting needs, both in the individual and collective dimension. In this sense, the evaluation approach of the human resources system promotes processes of widespread participation capable of expressing new welfare formulas and the activation of working methods based on the integration between institutions, structures, businesses, people. In function of this, the educational offer has been enriched by the professionalizing curriculum in evaluation, planning and management of social policies and services in change.
In addition, it is essential to integrate the professional skills of service evaluators (LM-87) with the identification of needs and questions in relation to emergency contexts.
The study path requires passing 12 exams over 2 academic years with the achievement of 120 CFU.
At the end of the Master's Degree in Programming and Management of Social Policies and Services, the graduate will have acquired:
- advanced knowledge in the disciplines of social service and a high capacity for analysis and interpretation of social phenomena;
- advanced knowledge for planning and supporting the individual, family, groups and community, as well as adequate skills in analysis, research, and evaluation of social interventions;
- advanced knowledge and ability to carry out management tasks in complex welfare structures and services from an intercultural and systemic network perspective;
- advanced knowledge and skills in social service methodology and ability to carry out consultancy and supervision tasks of professional work;
- advanced knowledge in the interdisciplinary field of social phenomena.
To be admitted to the Master's Degree in Planning and Management of Social Policies and Services, it is necessary to have a three-year Degree or University Diploma, or another qualification obtained abroad, recognized as suitable.
The final exam for obtaining the qualification will consist of an original paper aimed at demonstrating the skills acquired by the candidate on the theoretical level of the techniques of analysis of social phenomena and the planning and management of service policies.
The expected employment and professional opportunities for graduates are the following:
- Management functions in the planning and management of services in typical social areas within public and private bodies;
- Management functions in the planning and management of services in typical social areas within public and private bodies;
- high responsibility in the fields of information, education and welfare policies.
After passing the State Exam, graduates can register in Section A of the Register of Social Workers.
For all students, access is subject to the following requirements:
- L-39 Degree in Social Work, obtained pursuant to Ministerial Decree 270/2004 or corresponding degree class obtained pursuant to Ministerial Decree 509/99, or equivalent qualification:
- University Diploma in Social Work
- Diploma obtained from the Special Purpose Direct School for Social Workers.

Regardless of the curricular requirements, all students are required to undergo a personal preparation assessment, according to the methods defined in the Teaching Regulations.

Profile

The professional profile is that of the specialist social worker pursuant to the Presidential Decree of 5 June 2001, n. 328 (in the Official Journal of 17 August 2001, no. 190 SO)

Functions

The professional activity of specialist social workers includes, in addition to the activities reserved for social workers (section B of the register), the following professional activities:
a) development and management of programs in the field of social policies and services;
b) planning, organization and managerial management in the field of social policies and services;
c) management of services that manage complex interventions in the field of social policies and services;
d) analysis and evaluation of the quality of interventions in social service services and policies;
e) supervision of the internship activity of students of specialist degree courses;
f) social and social service research;
g) teaching and training activities connected to the planning and management of social service policies.
The skills associated with these functions can be grouped into the
following areas:
- legal area: knowledge of public and constitutional law, family law, local government law;
- social sciences area: reading and analysis of social processes, use of appropriate quantitative and qualitative methodologies, knowledge of group, community and organisational dynamics;
- area of professional skills in Social Services: planning, management and evaluation of social policies and the aid process; management of human resources policies in social services;
- area of economic sciences: knowledge of the
main theories relating to the management of companies with particular reference to those of the Third Sector;
- area of communication sciences: ability to set up and manage social communication plans and projects, and to productively use telematic media for the construction and strengthening of social networks for the integration, support and promotion of individual and community well-being;
- area of linguistic skills: development of the ability to professionally use at least one
of the foreign languages proposed by the CdS system in function of the professional activities specific to the figure.

Skills

The master's degree in Planning and management of social policies and services enables, upon passing
the State Exam, to practice the profession in all contexts
in which the presence of such figure is foreseen and/or required for
access to managerial functions of a social-welfare nature in the PA. The training provided by the Course of Study allows entry into the world of work without any limitations, for the entire range of employment opportunities described in the following item, also by virtue of the presence in the study plan of an extensive professional internship activity that must be carried out in
structures within which a specialist Social Worker is in service who is able to carry out supervisory functions and who is registered in Section A of the Professional Register.

The specialist social worker can operate in various sectors and both public and private bodies, covering management, coordination, development roles in planning and evaluation activities, in:
1. Socio-health integration bodies;
2. Consultations,
3. Multidisciplinary Units for Developmental Age (UMEE) and Multidisciplinary Units
for Adult Disability (UMEA),
4. Mental Health Departments (DSM),
5. Drug Addiction Service,
6. District and Geriatric Evaluation Units (UVD and UVG),
7. Local Health Authorities, Hospital Authorities;
8. Resocialization Bodies;
9. Technical Consultant at the Juvenile Court;
10. Ministry of Justice (Minor Social Services Office -USSM- and Adult Social Service -UEPE-)
11. Reception and recovery communities
12. Penitentiary Administration
13. Local Authorities;
14. Ministry of the Interior/Prefecture, etc.
15. Region, Province, Municipality and other local authorities
16. Residential and semi-residential facilities for the elderly, adults,
disabled and minors,
17. Third Sector Organizations (or Private Social), cooperatives, foundations, associations, social enterprises, social centers
18. Freelance professionals (also as independent researchers, associates or affiliated with public and private social research and social service organizations)
19. Employment Centers (job placement for disadvantaged users).
The final exam for the achievement of the master's degree consists of a public examination regarding the discussion of an original paper, carried out under the guidance of a supervisor. The aim of the final exam is to demonstrate that the student has acquired knowledge and skills in the field of social policies and related theoretical-methodological areas.
The following elements contribute to the overall assessment: the weighted average of the exam grades, the possible presence of training activities abroad, the presence of honors in the profit exams, the acquisition of the degree in progress and the grade obtained in the final exam.
